Medicaid Billing for Infants/Toddlers with Special Needs in Nebraska

The Nebraska Center for Research on Children, Youth, Families and Schools, in partnership with the Nebraska Department of Education, conducted a study on Medicaid Billing for Infants/Toddlers with Special Needs in Nebraska. This study addressed two key questions: “How were physical therapy (PT), occupational therapy (OT), speech, and other needed special services for birth through age three children delivered and paid for in 2003/2004?” and “What are the reasons families seek such services outside of the IFSP/EDN program?” The study drew upon data from a variety of sources, including service coordinators, families, key players/stakeholders, and the Nebraska Department of Education/Health and Human Services databases. The final report provided needed data to the Nebraska Department of Education and Health and Human Services regarding how physical therapy, occupational therapy, speech, and other special services were delivered and paid for in Nebraska. The report also provided information about why families may be seeking services outside the state's Educational Development Network program.
