In practice, researchers and program evaluators often have to develop questionnaires and measures to address a unique purpose. This presentation is the first of a three-part series integrating practical strategies and best practices in questionnaire and measurement development from the fields of psychometrics, survey research and educational psychology. It will focus on the initial considerations when developing questionnaires and measures. Participants will learn strategies for developing internal consistency among their concept, constructs, indicators, and items, to obtain meaningful results.

Particular attention will be paid to understanding and operationalizing constructs through qualitative and literature-based approaches. Additional topics include participant and sampling considerations, modes of delivery, types of items and scales, tips for writing effective items and general considerations of total survey error.
